It's not that you can't do steel in a concrete city, it's just that the labor force is all set up for the concrete, so you're doing steel, there's just not gonna be a lot of welders around, so it's gonna be more expensive per square foot. So, the idea of there being a local economy that leads you one way or the other is sort of an important thought.
